Providing a solution for communities at risk from flooding, the
BAUER-IBS DEMFLOOD™ System is a highly engineered Demountable
Flood Protection System that can be erected rapidly on-site to provide
immediate protection.
Efficient and cost-effective the DEMFLOOD™ System comprises
precision manufactured aluminium extruded profiles in the form of
end posts, intermediate posts and dam beams; base plates and cast-in
anchor plates complete the System.
A fully demountable System, DEMFLOOD™ is cost-effective and
efficient and does not permanently impact visually on the environment

With the recent and expected spate of localised flooding throughout
the UK, Bauer, the global supplier of flood protection systems is
calling for greater co-operation between flood protection companies,
local and national government and environment agencies, as well
as local communities, to better predict and prevent the increasing
incidences of flooding.
Karl Hall, Bauer’s Technical Manager said: “All interested
parties seem to be taking flooding seriously, but the processes
of investigation and evaluation that lead to a fully developed solution
are unnecessarily complex and are, more significantly, slow and
protracted. We [Bauer] believe this could be improved through greater
dialogue and integration of resources and information – a
point echoed by members of the Flood Protect Agency (FPA).”
Karl added: “The time has come to create a centralised knowledge
database, where areas across the UK identified at risk of flooding
can be prioritised – a “Hit List” if you like
– and tackled on a single level, yet integrated with local
and national organisations as well as the advice and technical expertise
of companies such as Bauer, with proven technical solutions. Even
local communities should be involved as they know locally the potential
problems.
Bauer has been providing solutions for communities at risk from
flooding for many years and has recently completed a number of successful
projects including a development to protect residents of Bewdley,
near Shrewsbury, from a particularly flood-prone section of the
river Severn.

BAUER FLOOD DEFENCE SYSTEM GETS THE ROYAL SEAL OF APPROVAL

April 2nd 2004: Royal approval is given to a UK first in community
flood defence - a highly engineered system that is effective when
needed and practically invisible when not.
HRH the Princess Royal officially opened the very first large-scale
example of the DEMFLOODTM technology in Shrewsbury in the knowledge
that it has already been proven to work for residents of this flood-prone
city on the Severn.
Just a few weeks before, close to 100 flood warnings were in force
across the country but residents of the 11th century Frankwell area
of Shrewsbury, who suffered particularly serious floods in the autumn
of 2000, were left literally high and dry.
Emergency flood defence teams from the Environment Agency had sprung
into action and installed the demountable system from BAUER Inner
City Ltd to a height of 1.5 metres, then raised it to 3 metres,
to protect more than 70 properties. It cost (including the ground
engineering works) a total of £6 million.
The BAUER-IBS System installed last year on Severnside North at
Bewdley, 30 miles downstream in Worcestershire, protects 40 properties
at a total cost of £3 million.
The systems on the River Severn are estimated to have saved approximately
£20 million of damage and disruption, not least untold distress,
to property owners along the upper and middle reaches of the river.
Regional flood defence manager John Fitzsimons said: “This
is the first time these defences have been tested and I am delighted
they have proved so successful. The next task for us is to carry
out a full evaluation of their performance, then we shall be seeking
other places where they might help.”

BAUER SOLVES AGE-OLD SHREWSBURY FLOOD PROBLEM

BAUER Inner City Ltd, the UK arm of the international Bauer Group,
were considered by the Environment Agency to offer the most effective
flood defence concept for the town of Shrewsbury, which has suffered
badly from flooding over many years. Although engineered defences
were the preferred solution, the historic nature of the town and
the fine river views precluded a wholly conventional design using
permanent walls. A solution was needed that offered a new degree
of design flexibility, but with a guaranteed level of safety and
performance.
The BAUER-IBS Demountable Flood Defence System “DEMFLOOD™”
was evaluated and met the essential criteria of safe design and
minimal impact on the townscape, whilst providing effective protection
against severe flood events, such as that which occurred in the
Autumn of 2000. The BAUER-IBS System was used (in conjunction with
permanent hard-engineered works to less sensitive areas) to cater
for varying flood heights above ground level, resulting in system
heights tailored to each location. Sections of sheet pile cut off
wall were required on the site to prevent seepage of subsurface
water below the defences and new concrete foundations to accept
the BAUER-IBS System were cast over the cut-off walls. This arrangement,
in particular the full-height sections of the BAUER-IBS System,
results in minimised visual impact when the defences are not in
use.
The System
The BAUER-IBS “DEMFLOOD™” System is a highly-engineered,
yet readily mobile Demountable flood defence concept. Basically
it comprises lightweight extruded aluminium profiles, forming load-bearing
supporting posts and dam beams. The support posts are fitted to
permanently cast-in stainless steel ground plates. These sections
together form a very strong temporary floodwall, capable of containing
the large hydrostatic pressures that occur at design flood heights.
The distance between the supporting posts for the Shrewsbury project
is typically 3.0m.
When a flood event is expected, the System is delivered to site
from storage, the support posts bolted to the ground plates, and
the beams installed to complete the barrier.
The System can also be partially installed (not all flood events
are equal). If an increased defence height is subsequently required,
then further dam beams can be added, even while floodwaters are
rising. The BAUER-IBS System has to date been installed in over
300 European locations, demonstrating it’s innate effectiveness.

The scale and severity of flood events in the UK today is such
that no single solution can be assumed to provide future security
and the deepening effects of climate change can only worsen the
outlook. It’s a problem that needs a wide perspective and
a flexible approach, taking into account the many and varied physical
criteria, both for fluvial and tidal situations.
This type of thinking was very much evident in the design process
involved in the scheme for the town of Bewdley on the River Severn,
which having undergone numerous inundations over the years, urgently
needed some positive action to prevent yet more misery in the future,
especially so considering the devastation of the floods of 2000.
The Environment Agency considered many design approaches, even
to the extent of a radical scheme to divert the floodwater around
the town in large diameter tunnels, discharging it downstream. Most
of the ideas considered were rejected after evaluation on the basis
of high cost or technical difficulties. Not least of these technical
obstacles was the need to preserve the outlook to the river frontage
of this historic town, this then precluding the use of permanent
flood walls, which would have needed to be built to a height of
nearly 3 metres. The eventual scheme would also have to demonstrate
a required balance between benefits to the community and cost of
building, so again the more heavily engineered options were not
a realistic solution.
The BAUER-IBS Demountable Flood Defence System “DEMFLOOD”™
was carefully evaluated and subsequently chosen to defend the community
against future flood events, providing as it does the required defence
height, but in a completely removable format. The design also required
consideration of the very poor ground conditions at the river, resulting
in a virtual re-building of the river wall, together with a deep
secant pile wall to accept the BAUER-IBS System, a precision made,
highly engineered System, consisting of lightweight aluminium post
profiles and beams. The demountable posts are quickly installed
by bolting to plates cast into the concrete foundation at 3 metre
centres, followed by insertion of the dam beams up to the required
flood height. The System can also be partially erected, so if an
increased defence height is required, further dam beams can be added,
even whilst floodwaters are rising. When the system is not in use
only the small anchor plates, which are flush with the top of the
permanent ground beam/ground level foundation, are visible.
